April 14, 2004 Douglas Bailey, President Mr. Bailey, I understand that you are applying for a contract with the State of Tennessee to provide Evaluation, Training, and Technical Assistance. This letter is a recommendation to the State of Tennessee and in support of the work that you and Dr. Grimm provided to the South Carolina Department of Social Services over many years, including several during my service with the agency. In reviewing the work that I was personally involved in with that you, I was reminded of the impressive professionalism and work ethic with which Dr. Grimm and you operated. Deadlines were always met and the work product was always exemplary. Also, as I reminisced over the myriad of activities in which we cooperatively worked, the following list came to mind: Workload Analysis Process The work that you provided to this agency was needed desperately because of the lack of systems in place to conduct the processes described above. However, the most beneficial part of this work is the fact that you made it clear that we were the driving force to the development process, and that we should build capacity within the organization to conduct these processes ongoing. I personally have benefited from your work by having improved my skill level, and I am grateful for having been associated with you.
