2004 Doug Bailey Dear Mr. Bailey: On behalf of the National Association of VOCA
Assistance Administrators (NAVAA), I wish to express our appreciation for your
contributions to the Association in connection with our VOCA victim assistance Data
Collection project. This project, funded by the U.S. Department of
Justice Office for Victims of Crime, required NAVAA to make recommendations on revisions
to OVC’s nationwide VOCA victim assistance data collection system, including the use
of outcome measures. NAVAA contracted with
Performance Vistas for your services as a consultant, particularly with respect to the
development of recommendations for the use of outcome measures. You have been a critical member of our project
team, providing invaluable information, advice and guidance based upon your knowledge and
experience in working with victim service agencies in the development and implementation
of outcome measures for program improvement. We also highly valued your efforts at
education by conducting workshops at a number of conferences which program managers at
both the state and local levels attended. Participants
at these workshops evaluated them as excellent and I know that they were extremely
effective in helping our membership recognize the value of outcome measures for their own
program management purposes as well as the improvement of victim services. I look forward to our continued working relationship as the NAVAA project continues and heartily recommend you to others seeking a highly professional, competent expert in this field. Sincerely,
